LITTLE ROCK - Arkansas Gov. Asa Hutchinson today appointed Tommy Boyer, of Fayetteville, to the Board of Trustees of the University of Arkansas. Boyer replaces Reynie Rutledge and his term will expire March 1, 2027.   Rich Mountain Community College became the seventh two-year college within the University of Arkansas System when a merger became official Feb. 1.
